Basketball Rules

MIST Basketball Rules 2011

1.    There will be no USA teams this year only local and regional teams.  All players must be from the same region.  You will not be permitted to join a team from another region.

2.    A maximum of 10 players per team.  Exceptions can only be made by the league supervisor.

NCAA RULES APPLY except for special tournament rules.  A team can start and play with 4 players.  Game time is forfeiture time.  If a team cannot field 4 players, then they will forfeit the game and the score will be 2-0.  After the first 2 min delay of game will be issue and the other team will shoot a Technical (1 shot); 2 min later another technical will be issued(1shot and the ball) after the 5th min the team will forfeit the game. 
The forfeited game will not count for or against the opponent as it will be marked as a win and the total average will be used for advancement purposes.  OT games will add +1 or -1 in regards to point differential.
Clock
Games will consist of 2 half's.  There shall be a 15-minute running clock for each half.  In addition, the clock will stop on all whistles during the last 2 minutes of second half if the opponent is within 20 points.  In Playoff Round games the half’s may consist of 10-15 minute running clock except the last two minutes will consist of stop time in the second half only. Final may consist of 15min halves with clock stopping on all whistles.
Overtime
In case of a tie, a 3-minute overtime period will be played with the clock stopping in the last minute on all whistles.
One additional time out is allowed per overtime.
Time Outs
Each team is allowed one (1), 30 sec time-outs per half.  Timeouts can carry over to next half.  A 2-minute time-out will be granted between halves. 
Delay of Game

Any time a referee calls for a delay of game the other team will shoot 1 shot.  If teams are not on the court at the given time a delay of game will be called after every minute.  After the 5 minute mark the team or teams will be disqualified. 
Mercy rule
If a team is leading more then 30 points in the second half the mercy rule will be applied.  No team may have a point differential of more then 30 points in a single game.

Free Throws: After the 6th foul, teams will be in a 1-1 bonus and on the 10th foul we will shoot 2 shots in each half. 
All technical fouls are 2 shots or as deemed by the referee.  In case of double technical both teams will shoot free throws and possession of the ball will not change.  2 Technicals and you will be ejected from the game.  You may also be ejected from the entire tournament based on actions.
Playoff round only: 5 fouls and you are ejected from the game.

Player Ejection or Un-sportsmanlike Conduct
Any foul language, outburst, instigation, threat, shoving, or even stepping up to another player’s face in an aggressive manner will result in an automatic Technical.  Please be aware that striking at a player, official or any other participant or spectator automatically results in ejection from the remainder of the tournament and possibly future tournaments as well.  Spectators and other participants who do not follow these guidelines will be asked to leave the facility.  (League supervisors, security, and Masroor Afsar may issue a technical foul at any point of the day for all the items listed above.  The technical foul shots will be enforced in your next game if you are not playing.)
G.    Players on each team must wear jerseys with numbers.
H.    Lineup must be given to the scorekeeper ten (10) minutes before the game time.  Scorekeepers should be only interrupted during a dead ball.  If the scorekeepers are constantly interrupted during game play, they will advise the referees, who will issue a warning and then technical fouls will be assessed for every infraction.
I.    ONLY the players, 2 coaches, and the assigned team scorekeeper may be seated in the bench area. 
All others must be seated in the stands or away from the bench.  This is not negotiable and will be strictly enforced.
Playoff Information
The playoff games will be divided into two brackets Nasir Bracket and Tahir Bracket.
 20 teams will advance to the playoffs 2 teams will be eliminated. 1-8 and 1-12.
The following criteria will be used to rank teams in their brackets.  They are listed in order of importance.
1) Best overall record
2) Head to Head
3) Point Differential (Avg. if necessary)
4) Total Points Allowed
5) Total Points Scored
6) Coin Flip if three or more teams are tied, then the best point differential will be used to determine the winner of the bracket.  The remaining two team's order will be based on head to head for seeding purposes.  The results of the team not involved in the tie are not used.
