This announcement was published for the purpose of getting signatures on a petition to the British government to restore the custom of Fridays being a rest day since they had established only two rest days: Saturday and Sunday, to the detriment of Muslims. Here then are some portions of the announcement:
It is Allah Himself who has established this government and it is our belief that over time all our requests from this benevolent government will come true; but at this time, I would like to call attention to a request the fulfillment of which will bestow a long lost honor on the Muslims of Punjab and India and as a result will create a deep gratitude towards the government in their hearts and will cause them to sing its praises and raise slogans for a long and prosperous reign.

My brothers, you know well that Jummah is not just a day of Eid in Islam, but in fact is a special day for the renewal of faith. On this day, the holy words of Islam are spoken afresh to the ears of Muslims and fading memories are refreshed in new ways. So on this day, it is the duty of every Muslim to appear at the mosque to listen to the sermon and to refresh his faith and increase his knowledge. You will notice that because people who work do not have time to go to Jummah, so many mosques are seen deserted. But because Jummah is a day of two kinds of cleansing for Muslims – one of the body upon which he dresses in clean clothes – and second of the heart through Astaghfar upon which a dress of Taqwa (righteousness) is put on – and so Jummah has the specialty that anyone who with true dedication and honesty comes to Jummah regularly and listens to the admonishing and carries back home with him the gift of a heart steadfast against evil then he is granted the blessing of namaaz during other days.
Beyond this, he also gets to know other righteous people which can have a positive effect on him to the point that in good works he becomes a guardian and companion for another. And what more can be said to this point that Allah Himself has made a special proclamation in the Qur’an to this effect, even giving the Sur’ah itself the name Sur’ah Jumm’ah and we find in various hadiths very strict admonitions to attend Jumm’ah.
It is therefore very important that every Muslim sign this petition for his right to attend Jummah prayer which will then sent to the government and a copy circulated to everyone. And remember that this is a very blessed action. One of the advantages of this will also be that attending Jumu’ah will reinforce in Muslims the necessity of prayer and hundreds of thousands of new men will enter all the country’s mosques and fill them to the brim. Islamic greatness and vibrancy will also be visible to all and many other blessed outcomes will result.
I know that every pure hearted person will sign this petition except for people who are bereft of righteousness. May Allah cause your hearts to turn and with his message turn your attention to this blessed work.
In this matter, I urge the Maulvi-sahibaan to also participate and thus earn the good of the world to come. Notwithstanding that in their eyes we are kafir and without religion and destined to that hell whose punishment we will suffer for all eternity, but still they should not remain bereft of this blessed work. Let them think that sometimes Allah helps religion even through the hands of misguided people. Particularly since in light of the fact that eyes were turned to the 14th century for so very long and that it has almost come to an end without another Mujadid appearing that would do these important works for the cause of Islam, then accept me as having stood in his place. And as far as the reality and truth of my claim, that day is not far when Allah Himself will make clear His own decision.
